"Using the cool new version of the flow chart in your blog post announcing the 2025 income limits, I determined that I have rural tax credit properties that should use the national non-metro limits. I was surprised that the HUD income limit tables do not include the rural limits. Where can I find them?"

Answer

NOTE: After this post was first published, HUD added its usual FAQ for the income limits. The FAQ can be found in a tab in the area that the screenshot below covers, and the rural limits are also listed in the FAQ. The method listed below still works. 

We are asked this question each year when new income limits are released. The 2025 announcement was no exception. The regular MTSP income limit tables have the standard MTSP and HERA Special limits but do not include the rural option available to some LIHTC properties. The rural limits are listed elsewhere in HUD's documentation. As the rural limits are National Non-Metro limits, one set works for all properties to which the rural LIHTC limits may apply. The rural limits are provided in the HUD Area Median Income data HERE, in the section pictured below.

Note, HUD's spreadsheet only publishes the 50% limits. The 60% limits for 40-60 and AIT minimum set-aside properties are calculated from the 50% limits. One way to do this is by multiplying each of the supplied limits by 1.2. Our calculation of the 60% limits is found below. Other AIT designations can be calculated using the usual AIT adjuster for each designation to the rural 50% limit.
