This is a good question, and fortunately, we have a solid answer. Different UA calculation methodologies can be used for different specific utilities. The LIHTC UA rule, § 1.42-10, starts out with (a) “if the cost of any utility…” Thus the entire regulation starts by referring to individual utilities. For this and other reasons, the 8823 Guide tells us that “owners may use different methods for computing the allowances for different utilities.” (8823 guide 18-6, Review Requirements (2)).
