News | NSPIRE Has Extended an Important Deadline

HUD is extending the date that point deductions will start in physical inspection REAC scores for new affirmative requirements under NSPIRE until October 1, 2025.

More Details | NSPIRE Standards now include new affirmative requirements. HUD explains that these generally are new "property attributes or requirements that must be met."

These new affirmatives include:

  • FireLabeled Doors
  • Electrical—GFCI or Arc Fault Circuit Interrupter (AFCI)
  • Guardrail
  • Heating, Ventilation, and Air Conditioning (HVAC)
  • Interior Lighting
  • Minimum Electrical and Lighting

If a property does not meet these requirements, it will constitute a defect in an inspection and result in point deductions from the property's REAC score. However, HUD understands that property owners, managers, and maintenance staff are still working to comply with these new, sometimes expensive, and time-intensive-to-install requirements. Recognizing this, HUD has extended the date when these new affirmative requirements will be scored. This extension applies to Public Housing and Multifamily Housing programs. Other programs using NSPIRE, notably the LIHTC program, are also affected. Although scoring does not apply to the LIHTC in the same way that it does for REAC inspections, the affirmative requirements will apply, and it is assumed that any noncompliance with these requirements will be submitted to the IRS on Forms 8823 following physical inspections where the requirements are not met.
