Summary Note | The HOTMA standard when using paystubs is a minimum of 2 stubs. 

The Details | In the HOTMA Implementation Noice, J.5.a., HUD says "PHAs/MFH Owners are required to obtain a minimum of two current and consecutive pay stubs for determining annual income from wages when they do not elect to use EIV + Self-Certification or the income type is not reported in EIV. MFH Owners were previously required to collect the most recent four to six weeks of pay stubs to verify employment income." We note a misstatement here, as the old MFH standard was 4-6 paystubs, not weeks. However, this error does not impact the HOTMA standard.

What about new jobs, where two stubs are not available? HUD goes on to say, "for new income sources or when two pay stubs are not available, the PHA/MFH Owner should determine income based on the information from a traditional written, third-party verification form or the best available information."
