article compliance monitoring hotma income calculations Oct 20, 2023

Summary Note | Per HOTMA, several factors will be adjusted annually for inflation or other factors. Here we provide a list of the 8 inflation factors. After adding the annual passbook savings rate, there will be a total of 9 items that will change annually and need to be tracked by affordable housing auditors who review files from past years, including state LIHTC agency personnel.

The Details | According to the HOMTA Implementation Notice, F.5., "HUD will annually publish the eight inflation-adjusted items in the table below no later than September 1, and the updated values will be shared online at the HUDUser Web site. The publication will apply to both MFH and PIH programs. The revised amounts will be effective on January 1 of the following year. The first set of adjustments for inflation will be made effective January 1, 2025" with a Notice published no later than September 1, 2024.
