There is impactful compliance news to share from the new THUD appropriation bill that was passed and signed into law today. Congress has eliminated the HUD Section 8-specific student financial assistance rule. According to HOTMA regulatory history and HUD Notice 2023-10, this language in past appropriations was the reason we had two student financial assistance rules (one for Section 8 recipients and the HOTMA-based one for everyone else). Now we have one method to count student financial assistance - the new method introduced in HOTMA.
