Reminder | HOME 2025 Provisions Effective No Later than April 20 2026

This is a reminder to participating jurisdictions and owner/agents of HOME-funded properties that the regulation revisions in HOME 2025 were effective no later than April 20, 2026.
What does this mean?
For PJs | Although PJs were given a year to implement, the time has passed to have updated all HOME written agreements for HOME commitments going forward. Income determination rules where the PJ has discretion should also have been communicated to owners/agents, with an appropraite deadline of no later than April 20, 2026.
For owners/agents | Income determinations must be made in accordance with the new HOME Rule. Also, related PJ policies where the PJ has discretion must be implemented by the appropriate deadline set by the PJ, no later than April 20, 2026. Past written agreements may also be amended if necessary to allow the benefits of HOME 2025. This is at the discretion of the PJ, with only a few provisions not eligible, as laid out in the HOME 2025 Rule.
Vital Note: Two HOME provisions were put on indefinite hold by HUD. These include (1) a provision encouraging green building and (2) provisions related to tenant protections. The rest of the HOME 2025 Rule applies, however. it is very important to understand the very limited scope of the provisions put on hold and to comply with the rest.
