Our Three-Step Process for Success
Two Weekly Sessions Released on Tues & Thurs
New modules appear twice a week. Once available, students can watch the lesson when they want and review until the end of the course.
Modules usually involve a 20 to 45 minutes video lesson and a 5-question quiz that must be passed to move on in the course. Each lesson is accompanied by a worksheet with information, exercises, and links to helpful documents.
The total time commitment is generally about 35 - 40 minutes a module.
A Follow-Up Quiz Released the Next Day
This online quiz tests retention of the concepts for the module and keeps the information fresh in mind.
These 8-question quizzes can be taken directly in the course.
Monthly Live Webinar "Office Hours" and Q & A
A fun and practical Costello instructor will facilitate a semi-structured discussion with lots of time for Q&A.
The first hour will provide additional lessons and targeted intermediate or advanced examples of the concepts from recently-released Modules. Then the session will be open for Q & A with the students. Depending on the number of attendees, the opportunity to participate in audio or video may also exist.
Have to miss a session? No worries. A recording will be available in the Course shortly after each session.
The Course is usually $500, but is offered for much less here.
Benefits
✔ Super-Affordable | We are offering this run of the course at a deep discount. Similar courses we offer sell for $550. For about 18 hours of training (including a lot of live Q&A) and all the extras, it would be a value at $450. It is unlikely that you will ever see what we will be offering it for this course again.
✔ Eliminate overwhelm | Module learning takes place in manageable pieces at the learner's own pace.
✔ Convenient and cost effective | The elements of the course are online and this eliminates travel costs associated with in-person training.
✔ Concepts can be applied between lessons | Science tells us that adults learn most quickly when they can apply the lesson as soon as possible. Each module includes suggestions for ways to apply that week's concepts right away. The in-person webinars also focus on various ways learners apply the lessons.
✔ Built-in encouragement for stragglers | Emailed reminders keep learners on track.
✔ Good for both new and seasoned staff | Regular live webinars provide intermediate and advanced application for more advanced staff.
✔ Allows for social learning | One element of online on-demand learning that many miss is the social aspect. Many learn best in a social environment. The live discussion encouraged at the webinars meets this need.
✔ Learners' questions are answered live | Opportunities to ask all questions and follow-ups are provided at the office hours webinars.
✔ Regular contact keeps training top of mind | Four or five contacts a week keep content fresh in mind.
✔ Review as much as needed | During the duration of the course, all previously released modules, materials, and recordings of office hour webinars will be available for review.

Eligibility Is Where Compliance Gets Real
This course helps staff make accurate, consistent, and defensible family qualification decisions across major affordable housing programs.
What This Course Helps You Do
Qualifying families is one of the highest-risk, highest-impact parts of affordable housing compliance. This course is designed to help staff move beyond memorizing rules and develop the practical judgment needed to apply those rules correctly across programs.
- Understand how family composition affects eligibility, income, assets, student status, and ongoing compliance.
- Apply key eligibility rules across LIHTC, HUD, HOME, Rural Development, and other affordable housing programs.
- Recognize where program rules are similar—and where assuming they are the same can create compliance problems.
- Build stronger, better-documented qualification decisions that can withstand file review, monitoring, and audit scrutiny.
- Improve consistency among staff who make or review eligibility determinations.
- Reduce preventable errors in move-in files, annual certifications, interim reviews, and recertification workflows.
- Leave with a clearer framework for explaining difficult eligibility decisions to applicants, residents, owners, agencies, and reviewers.
Build Better Eligibility Decisions
Qualifying families is not just a paperwork exercise. It is where eligibility, rent restrictions, student rules, income limits, occupancy standards, and program differences all collide. This course helps staff make those decisions more accurately, more consistently, and with better documentation.
- Determine who counts when family and household rules do not line up neatly.
- Recognize how family composition drives eligibility, income, assets, student status, and compliance outcomes.
- Apply program-specific rules without assuming LIHTC, HUD, HOME, RD, and NHTF always work the same way.
- Spot common qualification errors before they become file findings or monitoring problems.
- Document eligibility decisions in a way that helps reviewers understand and defend the file.
- Improve staff consistency across move-ins, annual certifications, interim reviews, and recertifications.
- Use a practical decision-making framework for difficult family situations.
